The United Nations World Food Programme (WFP) today began distributing food to over 135,000 people displaced by fighting in the eastern part of the Democratic Republic of the Congo (DRC), which has forced an estimated 250,000 people to flee their homes in recent months.

The distributions are aimed at internally displaced persons (IDPs) in six camps around Goma, the provincial capital of North Kivu, which has been the scene of deadly fighting between Government forces (FARDC) and the rebel National Congress for the Defence of the People (CNDP), led by renegade general Laurent Nkunda.

While clashes are continuing in some parts of North Kivu, a recent ceasefire is reportedly stillWFP is responding as quickly as possible to deliver food to people who’ve been brutalised too many times over many years holding in Goma, which has a swelling population of between 700,000 and 1 million.

“WFP is responding as quickly as possible to deliver food to people who’ve been brutalised too many times over many years,” said Mustapha Darboe, WFP Regional Director for Southern, Eastern and Central Africa.

“Now they are suffering again. Tens of thousands have been uprooted in North Kivu and we are doing everything we can to find them and help them.”

The 10-day rations will be distributed in all camps at the same time to avoid any disturbances, as well as to ease the pressure on food supplies in Goma since the violence temporarily cut off many delivery routes.

The agency is moving food stocks to Goma from its office in Bukavu in South Kivu, and bringing in supplies from Uganda, Rwanda and Tanzania.

Assisting WFP with the relief effort is the International Committee of the Red Cross (ICRC), which will handle distributions to the estimated 65,000 IDPs who are now gathered at Kibati camp, 15 kilometres north of Goma.

The agency reported that a UN assessment mission to the Rutshuru area – the scene of much of the recent fighting – was forced to cut short its work on Tuesday when it found itself in close proximity to new clashes around Kiwanja, north of Rutshuru town.

The UN refugee agency (UNHCR) has confirmed that three IDP camps in the area were destroyed and emptied, and is trying along with WFP and other agencies to determine what happened to the inhabitants.

“This is a dangerous and unstable environment and it’s going to be challenging to deliver food to where it is needed most. We need proper security in place to ensure everyone involved is safe and that we reach the most vulnerable,” Mr. Darboe said.

 Chelsea forward Nicolas Anelka sees no reason why he can’t form a successful striking partnership with Didier Drogba.

Both men appear to prefer playing as a lone striker and Anelka has already found the net eight times in a season in which Drogba has spent most of the time injured.

Anelka grabbed a hat-trick in the 5-0 victory against Sunderland while Ivory Coast international Drogba came on as a second-half substitute.

The Frenchman said: “Didier and I can play together but we have not done that since I have been here.

“We have never started together up front. If we have started together then I was either on the right or left.

“So it’s a shame, because I wanted to play with him when I first signed with Chelsea, but I hope it will happen.

“I think it could work with the two of us. But it’s the choice of the manager.

“The most goals I have ever scored in a season is 25, for Man City. I will try to do better than that. But what matters is for Chelsea to win more titles.”

The ozone hole over Antarctica grew to the size of North America in September, the fifth-largest since satellite records began in 1979, the Natiocnal Oceanic and atmospheric Administration said.

The ozone hole is primarily caused by manmade compounds known as chlorofluorocarbons, NOAA said today. Colder-than-average temperatures in the stratosphere may also have allowed a larger ozone hole to develop this year than in 2007, the agency said.

“Weather is the most important factor in the fluctuation of the size of the ozone hole from year-to-year,” said Bryan Johnson, a scientist at NOAA’s Earth System Research Laboratory  in Boulder, Colorado. “How cold the stratosphere is and what the winds do determine how powerfully the chemicals can perform their dirty work.”

Record-breaking ozone loss in 2006 occurred as ozone thickness plunged and the hole stretched over 11.4 million square miles at its peak. Last year’s ozone hole was average in size and depth.

The ozone layer acts like a giant umbrella, blocking some of the sun’s ultraviolet rays. NASA satellites measured the maximum area of this year’s ozone hole at 10.5 million square miles and four miles deep on Sept. 12.

CIUDAD DE MEXICO – Agentes federales capturaron al presunto capo Antonio Galarza, alias ‘El Amarillo’, líder del cartel del Golfo en la norteña ciudad mexicana de Reynosa, fronteriza con Estados Unidos, informó el domingo una fuente oficial.

‘El Amarillo’ fue detenido en una carretera que comunica a Reynosa con la ciudad de Monterrey cuando viajaba a bordo de una camioneta acompañado de otro hombre, Marco Antonio Coronado, indicó la Secretaría de Seguridad Pública (SSP) federal.

El presunto operador del Cártel del Golfo en Reynosa conducía la camioneta cuando fue detenido en el marco del “Operativo Conjunto Monterrey” por el que tropas del Ejército y agentes federales patrullan la región.

Luego de su captura, Galarza fue trasladado en avión a la ciudad de México, donde será investigado en instalaciones de la Procuraduría General de la República (PGR), reportó el diario El Universal en su página de internet.

El periódico agregó que la captura de ‘El amarillo’ y la de uno de sus presuntos cómplices, Juan Óscar Garza Azuara, se produjo durante las acciones del Operativo Conjunto Monterrey. l detenido se había hecho cargo de la plaza de Reynosa, luego de la captura de Juan Óscar Garza Azuara, alias ‘El Barbas’, ocurrida el 17 de abril de 2007.

Antonio Galarza Coronado, de 47 años, había asumido el control de la plaza de Reynosa en abril del año pasado luego de que el responsable de esa región, Juan Óscar Garza, fuera capturado por la policía, indicó la SSP.

El cartel del Golfo, liderado por Humberto Lazcano, es uno de los grupos más violentos y activos del país y que está en abierta disputa con el cartel de Sinaloa por el control del mercado interno de las drogas y de las rutas hacia Estados Unidos.

SAN FRANCISCO, California – Un total de 29 miembros de la pandilla Mara Salvatrucha, también conocida como MS-13, fueron instruidos la semana pasada formalmente de cargos, entre los que destacan chantaje sistemático, exportación de vehículos robados, tráfico de drogas y homicidio.

Acusados de robo, narcotráfico y homicidio

La información fue dada a conocer por la fiscalía federal del norte de California y el Servicio de Inmigración y Aduanas (ICE) quienes dirijieron los arrestos el pasado miércoles en San Francisco, South San Francisco y Richmond.

“Ninguna pandilla es más despiadada que la MS-13,” dijo el fiscal federal Joseph P. Russoniello.

“Tal vez se consideren héroes y aterroricen a la comunidad, pero no son ni invisibles ni invencibles,” agregó.

Las detenciones fueron el resultado de un operativo de las autoridades federales contra los miembros de la MS-13.

Una ola de violencia se desató en San Francisco este verano con el homicidio de Tony Bologna y sus dos hijos Matthew y Michael, en julio pasado. Los tres estaban sentados dentro de su camioneta frente a un semáforo cuando fueron baleados presuntamente por Edwin Ramos, un miembro de la MS-13.

El Departamento de la Policía asignó a agentes y unidades adicionales a la área de Mission, que experimentó un aumento en las actividades pandilleras.

Aunque Ramos fue arrestado hace unos meses, y se declaró no culpable del crimen, los cargos de homicidio, según autoridades, están relacionados con el caso Bologna.

“Esta investigación y los arrestos debilitan a una de las pandillas más peligrosas de nuestra área,” dijo Marcy Forman, directora de investigaciones del ICE.

Parte del operativo -el cual duró tres años- incluyó engañar a los pandilleros con agentes encubiertos en la supuesta exportación de autos robados.

También, los agentes compraron unas 20 armas de fuego con munición de los pandilleros entre 2006 y 2007.

TONGO, Congo – The European Union could send troops to Congo if a fragile cease-fire between rebel fighters and the army fails, the British minister for African affairs said Saturday as rebels forced tens of thousands of people from makeshift refugee camps in the insurgent-held zone.

The French and British foreign ministers arrived in Congo for talks with Congolese and Rwandan officials as pressure mounted for a regional summit to secure an end to the country’s worst violence in years.

Outside the regional capital, Goma, rebels were pushing people to leave camps and return home, witnesses and a U.N. official said. They did not say why this was happening and the rebels issued no immediate comment.

“They beat us with sticks and told us that we must get out,” said Daria Nyarangaruye, an elderly woman who wore a rosary around her neck.

Nyarangaruye said she had been forced to leave a camp in Tongo that had housed thousands of people a day earlier. She spoke near her home by a roadside, six miles (10 kilometers (six miles) away and said she feared more fighting and did not feel safe.

La XVIII Cumbre Iberoamericana de Jefes de Estado y de Gobierno se celebrará en El Salvador del 29 al 31 de octubre próximo, según confirmó ayer la canciller salvadoreña, Marisol Argueta de Barillas. La ministra informó de que la cumbre se llevará a cabo en el Centro Internacional de Ferias y Convenciones, en San Salvador, y que el tema central será el desarrollo integral de la juventud. El presidente del Gobierno español, José Luis Rodríguez Zapatero, y los Reyes Don Juan Carlos y Doña Sofía han llegado este miércoles a El Salvador, a esta cita la delegación española desplegará toda su artillería diplomática para conseguir apoyos para acudir a la reunión de líderes del G-20

Con la crisis financiera como telón de fondo, los jefes de Estado y de Gobierno de los países de la comunidad iberoamericana ha comenzado a llegar a El Salvador, donde este miércoles por la noche  comienza la cita anual con una cena oficial. La ministra de Exteriores del país anfitrión, Marisol Argueta, ha declarado que esta reunión es “una excelente oportunidad para que los países iberoamericanos podamos llevar una voz compartida” a Washington.

Ausencias

La cita de este año contará con las ausencias del presidente venezolano, Hugo Chávez (Venezuela no lleva ninguna delegación) y el uruguayo, Tabaré Vásquez, a quien sustituye su vicepresidente, Rodolfo Nin Novoa, quien llegó la noche del martes a El Salvador.

Chávez, quien en la cita del año pasado protagonizó el famoso altercado con el Rey Juan Carlos del “¿Por qué no te callas?”, alegó razones de seguridad para no asistir, ya que teme ser víctima de un atentado. Según el mandatario venezolano, en El Salvador hay agentes de la CIA y del FBI, así como mafias cubano- estadounidenses controladas por Luis Posada Carriles, exiliado cubano anticastrista y ex agente de la CIA.

Cuba, por su parte, rebajó el nivel de la delegación que representará a la isla y ha enviado a su embajador en Brasil, Pedro Núñez. El Gobierno de La Habana solía estar representado desde 2001 en estas citas anuales a nivel de vicepresidente, como ocurrió el año pasado, con la presencia del Carlos Lage. El ministro de Exteriores cubano, Felipe Pérez Roque, se encuentra en Nueva York donde ha presentado ante la Asamblea General de Naciones Unidas una solicitud de condena al bloqueo que Estados Unidos mantiene contra la isla desde 1962, aprobada por el foro.

Tonight at 8 pm Obama will have a 30 min commercial that some say it will cost between 3 and 5 million dollars although seems to be a lil bit extravagant the truth needs to be heard I have nothing against Mccain but lately all he talks about is Obama’s bad habits he did called him socialist for his thought in cutting taxes for the more needed and increasing taxes for those who have more , I was watching the news and I cant lie about this , today’s speech in Florida where he make the statement of it and he said and I quote “ what’s Mccain is going to say about me next , that I’m also and secret communist for me sharing my toys in kinder garden haha or for sharing my pbj sandwich” this was very funny I’m not gonna  lie this this was early in the morning and since then I have a smile on my face , well  my point of view is, yeah maybe is a lil bit expensive commercial  and yeah maybe he shouldn’t the commercial for that long but I also know that he’s campaign has being smart ,refreshing and full of ideas, I just hope that those ideas past to be more than that, just an idea and that hopefully become truth , what’s Mccain doing? Nothing!! he keep insisting on the same old strategies and bringing out his opponent dirty cloth, well this is just my very humble and  personal opinion sure I respect everybody’s point of view and opinion but if Mccain  really want this campaign he needs  to change that mentality and bring new ideas to the table and stand for his believes not just walking around playing we need more serious talk and more serious ideas he seems too busy attacking Obama’s plans and not he forgot about what really matter, at least to back up his proposals and his own ideas  .One thing is for sure there’re only 6 more days left for the election day and still there’s some people who don’t know what they’re going to do and who they’re going to vote for , but please make your vote count no matter who you vote for , make it count people who don’t vote as protest kind of way, for all the things they don’t like about the actual government or the injustices they see everyday,  they are not helping either those who want to see a change and want to help their children ,elder, or them selves , please go out and vote make it count .

When rappers start flashing brief cases and gangster rolls full of Euros rather than dollars in their music videos then you know there is a problem in America and more importantly the world as the U.S. dollar is the most used currency throughout the globe.  The current exchange rate is 1 Euro = $1.45.  So basically if you go to Europe for vacation (if your an American then this is highly doubtful, but bare with me) and you exchange $100 bill for Euros then you will get back exactly 68.57 Euros.  Even the Canadian dollar is worth more than the Green Back, not by much, but when you consider that just 10 years ago the USD was worth almost double you can see the regression and trends that have taken place that leads us to the state we are in today. I mean how embarrassing! the Looney is worth more than a G Washington.  With 2/3 of all USD in circulation residing outside the U.S. the global impact of the devaluation is critical and reaching a boiling point when you consider that the new international currency could be the Euro.  What will this do to the U.S. economy in an age when we are competing with China’s booming economy and the price of oil is going through the roof.  The next President in office will have alot of decisions to make and sweeping reforms are in order.  We have to cut spending and quit printing money whenever we feel like it.  The most recent blatant misuse of the federal reserve was this $168 billion dollar stimulus package that congress has passed that basically gives a $600 check to 50 some million families and then a little extra for every kid in the family as a way of boosting the economy.  Is this a JOKE???  What can you do with $600? Nothing, when surveyed 80% of the people who would be receiveing this check said they would pay towards their credit cards or save it.  So how is this supposed to boost and economy that is based on consumerism?  The answer is that is won’t and if anything we have only devalued our dollar even more and hurt the economy, bringing us closer and closer to losing our status as the number 1 economy in the world.  This November whoever you vote for, please make sure they are fiscally responsible and have a plan to put the dollar back on top and to secure the U.S. as the lone economic super power of the world.  VOTE RON PAUL!!!!!!!!!
