The United Nations World Food Programme (WFP) today began distributing food to over 135,000 people displaced by fighting in the eastern part of the Democratic Republic of the Congo (DRC), which has forced an estimated 250,000 people to flee their homes in recent months.

The distributions are aimed at internally displaced persons (IDPs) in six camps around Goma, the provincial capital of North Kivu, which has been the scene of deadly fighting between Government forces (FARDC) and the rebel National Congress for the Defence of the People (CNDP), led by renegade general Laurent Nkunda.

While clashes are continuing in some parts of North Kivu, a recent ceasefire is reportedly stillWFP is responding as quickly as possible to deliver food to people who’ve been brutalised too many times over many years holding in Goma, which has a swelling population of between 700,000 and 1 million.

“WFP is responding as quickly as possible to deliver food to people who’ve been brutalised too many times over many years,” said Mustapha Darboe, WFP Regional Director for Southern, Eastern and Central Africa.

“Now they are suffering again. Tens of thousands have been uprooted in North Kivu and we are doing everything we can to find them and help them.”

The 10-day rations will be distributed in all camps at the same time to avoid any disturbances, as well as to ease the pressure on food supplies in Goma since the violence temporarily cut off many delivery routes.

The agency is moving food stocks to Goma from its office in Bukavu in South Kivu, and bringing in supplies from Uganda, Rwanda and Tanzania.

Assisting WFP with the relief effort is the International Committee of the Red Cross (ICRC), which will handle distributions to the estimated 65,000 IDPs who are now gathered at Kibati camp, 15 kilometres north of Goma.

The agency reported that a UN assessment mission to the Rutshuru area – the scene of much of the recent fighting – was forced to cut short its work on Tuesday when it found itself in close proximity to new clashes around Kiwanja, north of Rutshuru town.

The UN refugee agency (UNHCR) has confirmed that three IDP camps in the area were destroyed and emptied, and is trying along with WFP and other agencies to determine what happened to the inhabitants.

“This is a dangerous and unstable environment and it’s going to be challenging to deliver food to where it is needed most. We need proper security in place to ensure everyone involved is safe and that we reach the most vulnerable,” Mr. Darboe said.

RUGGERI Y MANCUSO EN LA ALBICELESTE !!

SAN FRANCISCO, California – Un total de 29 miembros de la pandilla Mara Salvatrucha, también conocida como MS-13, fueron instruidos la semana pasada formalmente de cargos, entre los que destacan chantaje sistemático, exportación de vehículos robados, tráfico de drogas y homicidio.

Acusados de robo, narcotráfico y homicidio

La información fue dada a conocer por la fiscalía federal del norte de California y el Servicio de Inmigración y Aduanas (ICE) quienes dirijieron los arrestos el pasado miércoles en San Francisco, South San Francisco y Richmond.

“Ninguna pandilla es más despiadada que la MS-13,” dijo el fiscal federal Joseph P. Russoniello.

“Tal vez se consideren héroes y aterroricen a la comunidad, pero no son ni invisibles ni invencibles,” agregó.

Las detenciones fueron el resultado de un operativo de las autoridades federales contra los miembros de la MS-13.

Una ola de violencia se desató en San Francisco este verano con el homicidio de Tony Bologna y sus dos hijos Matthew y Michael, en julio pasado. Los tres estaban sentados dentro de su camioneta frente a un semáforo cuando fueron baleados presuntamente por Edwin Ramos, un miembro de la MS-13.

El Departamento de la Policía asignó a agentes y unidades adicionales a la área de Mission, que experimentó un aumento en las actividades pandilleras.

Aunque Ramos fue arrestado hace unos meses, y se declaró no culpable del crimen, los cargos de homicidio, según autoridades, están relacionados con el caso Bologna.

“Esta investigación y los arrestos debilitan a una de las pandillas más peligrosas de nuestra área,” dijo Marcy Forman, directora de investigaciones del ICE.

Parte del operativo -el cual duró tres años- incluyó engañar a los pandilleros con agentes encubiertos en la supuesta exportación de autos robados.

También, los agentes compraron unas 20 armas de fuego con munición de los pandilleros entre 2006 y 2007.

1. Player makes an ante wager plus an optional $1 progressive side bet
2. Each player and the dealer get five cards each. All cards are dealt face down, except one dealer card is exposed. The player may examine his own cards but sharing of information is not allowed.
3. Player must fold or raise.
4. If player folds he forfeits his cards, ante bet, and side bet (if made)
5. If player raises then he must make a raise wager exactly equal to twice the ante
6. The dealer will turn over his other four cards
7. The dealer must have an ace and a king or higher to qualify. In other words, the lowest qualifying hand would be ace,king,4,3,2 and the highest non-qualifying hand would be ace,queen,jack,10,9. If the dealer does not qualify the player will win even money on his ante wager and the raise will push.
8. If the dealer qualifies and beats the player, both ante and raise will lose.
9. If the dealer qualifies and loses to the player, then the ante will pay even money and the raise according to the posted pay table. The U.S. pay table is shown below.
10. If the player and dealer tie, both ante and raise will push.
11. The progressive side bet will be entrirely based on the poker value of the player’s hand.

There are a couple of  main strategies involved in Caribbean Stud and they are as follows:

Always raise with a pair or higher, fold with less than ace/king, and raise on ace/king if any of the following three rules apply.

1. Raise if the dealer’s card is a 2 through queen and matches one of yours.
2. Raise if the dealer’s card is an ace or king and you have a queen or jack in your hand.
3. Raise if the dealer’s rank does not match any of yours and you have a queen in your hand and the dealer’s card is less than your fourth highest card.

Now in order for you to have a chance of winning the progressive jackpot you will have to “drop a credit” which basically means you are paying a premium for a chance to win the jackpot, every hand you have the choice of dropping a credit at the beginning of the hand, now if for example, you opted not to drop the credit and lets say you flopped a flush, well that would only pay you 5X your bet, however if you had dropped the credit then that same flush would pay you 5X your bet and an extra $75.  Now imagine if you cought the whale itself, a natural royal flush it would pay 100X your bet, but if your average bet is only $2 then that only pays $200. If you had instead played a $1 bet and $1 to dropped credit then that once in a lifetime hand would have payed out the entire jackpot which since I started writing this blog has increased to $39,691. 

The jackpot increases as follows, for every dollar bet into the dropped credit, $0.71 is added to the progressive pot and the house keeps the other $0.29, now in the event that a player wins the progressive jackpot and then 5 minutes later another player hits the jackpot, the second player would only win $10,000 which is what most casinos start there progressives at.

Caribbean Stud Poker Progressive Jackpot

All tournaments are in real time and offer enough options to choose from to satisfy any players needs.  There are 2 different types of tourneys available, Single Table “sit and go” and Multi Table.  In the single table tourneys, you the player chooses the criteria for the tourney, such as number of hands to be played, number of decks used and the entry fee for the tourney.  With your buy in for any tournament you will receive $2000 worth of chips and the minimum bets range from $50 – $100 and all max bets are set at $1000.  After all the players are registered at a table the dealer will shuffle the selected amounts of decks to be used and one card is delt to each player to determine who has the “button” basically who has to take first action and make the first bet.  The object obviously is to accumulate the most chips.  Once the selected amount of hands has been delt the player with the most chips wins the accumulated entry fees from each player, and only has to pay a 10% rake to the house so if the pot is $20 ten the winner pays $2 to the house. The Multi Table tournaments operate much the same way as Single Table tourneys although in the Multi Table tourneys they are scheduled at specific times and are elimination style play and table winners will advance to play the winners from other tables until it comes down to one winner, this allows for much bigger pots. Many backgammon games follow a definable thread from beginning to end. The game plays out more or less as both sides expect, the strategic themes are well understood, and what is required from the players is mostly accuracy of technique. (Not that this is always so easy.)

Sometimes, however, something quite different happens. A game appears to be following a certain course for awhile, then a tactical possibility arises which allows one of the players to wrench the game out of its obvious direction and send it another, and more favorable, way.

These opportunities are, by definition, hard to spot. They can go by quickly, unnoticed by either the players or spectators. Or a player may notice something and think to himself “Gee, I could try that move. It’s an idea, but – could it really be right? Don’t know. Well, the clock is running, let’s move on. It’s probably a crazy idea anyway.” And the opportunity slips by.
